The Argentine stumbled to another bogey at the 16th, but turned in two-under thanks to a birdie on the par-five 18th.
Goya eagled the first and followed with a birdie on No. 2. He went bogey- birdie-bogey-birdie over the next four holes. Goya birdied the par-five eighth to finish at minus-six.
"After playing bad in Chile, my goal for this week was to play much better in order to renew my confidence for the challenges ahead of me," said the 20- year-old Goya. "It was a little tough and windy, but my irons were working well and hit a lot of greens in regulation."
Former PGA Tour winner Russ Cochran opened with a two-under-par 69. He shares eighth place with Julio Zapata, Kris Wasylowich, Byron Smith, Fabian Gomez, Christoph Guenther and Mario Hurtado.
Other big names in the field include Angel Cabrera (70), Andres Romero (71), Vicente Fernandez (72), Len Mattiace (73) and Bruce Fleisher (76).
